Portage Licensing Trust Pays Tribute to Janet Clews CNZM QSO JP: A Pillar of Community Leadership

The Portage Licensing Trust mourns the passing of Janet Mary Clews CNZM QSO JP, a stalwart of West Auckland’s civic and community life. Through more than sixty years of service, Janet Clews left a deep and enduring imprint on the heart of West Auckland.
Janet’s association with the Portage Licensing Trust was both profound and transformative. Serving as a founding member in 1972 through to 2007, she held the position of President from 1989 to 1995. Her leadership was instrumental in steering the Trust through the challenging period of the late 1980s, supporting its return to financial stability.
It is no overstatement to say that without Janet Clews, the Portage Licensing Trust as we know it today might not exist. Her leadership during a defining era ensured not only the Portage Licensing Trust’s survival but its continued growth and relevance. Janet’s clarity of purpose and steady stewardship helped anchor the Trust. She laid the groundwork for the strong, community-focused organisation we are today and we owe much of our resilience and ongoing legacy to her vision and service.
Janet’s contributions to local government were equally significant. She made history in 1963 as Glen Eden Borough’s first woman councillor and later served as Mayor from 1983 to 1989. Following the formation of Waitakere City, she continued her service as a city councillor and later as deputy chair of the Waitakere Local Board. Her dedication to public service was recognised nationally when she was appointed a Companion of the New Zealand Order of Merit in 2011 for services to local-body affairs and the community.
As the current President of the Portage Licensing Trust, I am honoured to continue the legacy of leadership that Janet Clews embodied. Her commitment to service, her integrity, and her vision for a stronger community remain a guiding influence on our work today.
